		<description>There is a big difference between having an arrest warrant and executing it.  The threshold of evidence required to issue an arrest warrant in Iraq is very low.  As a consequence, the police can stockpile warrants for the arrest of large numbers of public figures on the odd chance that they may eventually want to use some of them.</description>
