The Kosovo Liberation Army mostly melted away in the face of Serb attacks and never mounted a serious offensive during the NATO air campaign. Meanwhile, post-war damage assessments showed that the bombing had not been all that effective against Serb armor. Milosevic gave up because NATO could bomb Serb infrastructure at will, and there was nothing he could do to stop it. Serbia pulled out of Kosovo -- it was not forced out.
