You're right regarding the San Bernardino murderers - any country known to be a gateway to volunteer fighters for joining Jihad (like Turkey, Pakistan, Yemen), and/or a place where radicalization of people like the female murderer is known to take place (like Saudi Arabia), - should be added to the program. Let the State Dept. officials check their blacklists before admitting potential murderers into US. Alas, that will not happen ( at least until the next murderous outrage).
As for your Iranian citizenship, why can't you renounce it, and be just a natural born American citizen - wouldn't that solve your problem? Citizenship is not a skin color or a nose shape - you can take it, or leave it. Your connection to Iranian people and culture wouldn't suffer at all - just your connection to the current Iranian government might.
