The "strategy" is obvious. The goal here is to compel the Israelis to lift the siege of Gaza. Any cease fire is useless to the Palestinians until they have exhausted their rocket inventory and need time to re-arm. The Palestinian strategy, and the only one available to them, is to deny the Israelis "calm" or "peace" so long as they continue to maintain this siege of Gaza.
The Israelis are not interested in "peace" but only in restoring "calm" so that their strangulation of the Palestinians can continue unabated without resistance interfering with Israeli civilian and economic activity. In effect providing "peace" for Israelis while denying the same to Palestinians.. This is the primary aspect of the struggle which is never really addressed in Western or other Jewish controlled media.
This notion that the Palestinians have chosen violence over peace is a complete misreading of the situation. The choice before the Palestinians was to suffocate and die quietly or to at least mount some kind of resistance.
