I feel this article understates the Turkish government's complicity in the growth of ISIS. As Patrick Cockburn, and others, have noted: the only reason ISIS has grown to the size and strength it has is because Turkey has provided a porous border through which fighters can flow through and join ISIS.
I think Security Council resolution 2178, (passed on 24 September, Obama chaired the Security Council meeting) which was binding and aimed to compel states to criminalise fighters to joining "terrorist organisations", was in no small measure aimed at Turkey.
