My understanding is that Putin has said that Erdogan is profiting from this trade, and that Russia will take it out. I have also heard that pretty much everyone in the area, including the groups the US is supporting, is buying Daesh oil.
Nothing is as easy to identify from the air as an oil tank truck, and they will be removed from the roads in short order. Now, what will happen is that oil will start being carried in the midst of other cargo (food, goods, even people), so some will get through, but that is much less efficient; removing that traffic should really cut down on the Daesh gravy train.
But the Germans never "colonized" France, as they did in the East (to Poland, and even the Crimea). France was always governed by Vichy, originally with an unoccupied "Free" zone in the South. Even after than was occupied (November 12, 1942), Vichy still administered France. As an example, the Paris police continued in place, and were armed, even under German occupation. Jews, communists, etc., rounded up in France were almost exclusively arrested by the French police There was also never any attempt to settle German nationals in metropolitan France, nor to conscript the French to fight in Russia. (Alsace and Lorraine were of course different, they were annexed immediately and were subject to conscription.)
Admiral Darlan (before he was assassinated) made the point to Churchill that he had made sure that just the French fought the British in Syria (i.e., that he deliberately did not call for German assistance, to keep them out of the mix). Note that about the same time, the British took over Iraq by force from the pro-Nazi Rashid Ali government.
Churchill, in his war memoirs, expresses his belief that the German Fallschirmjaeger killed in the Battle of Crete would have been better employed taking over Syria, to link with and solidify the Rashid Ali regime in Iraq.
So, of all the major Iraqi political players, Muqtada al-Sadr comes across as the most serious and realistic. That sure isn't the perception generally transmitted by the press here in the US.
With all due respect to Glenn Greenwald on his role in the Snowden affair, his article on this vote shows why I consider him a "concern troll."

Of course it has no _binding_ effect - that would take a spending resolution denying any funds for an attack, which this wouldn't be. The aides are just pointing out the Constitutional reality. BUT, that doesn't mean that this call for a vote will have no effect in the future, nor that a "no" vote could be easily disregarded by any President. Asking Congress to get involved is a real political event with real consequences; only a concern troll would pretend otherwise.
I might point out that Apollo is still returning good science - the Apollo lunar samples are still being analyzed, and much of what we know about solar system cosmo-chemistry is either from Apollo, or from comparisons with Apollo samples. And, the 3 sets of corner-cube mirrors installed by the Astronauts are still used for Lunar Laser Ranging (LLR) data collection, letting us know the lunar orbit at the mm level. Ranging started _9 days_ after the Apollo 11 landing, and has continued ever since, basically on a nightly basis. Ranges were obtained from the Apollo 14 array _the day it was deployed_.
In my mind, the existence of the LLR retroreflectors removes any doubt about the reality of the Lunar landings. These reflectors are available for anyone to use, and French, German, Soviet and Japanese teams (along with Americans) have all used them for ranging. Getting all these teams to cover something up would not be a conspiracy, but a fantasy.
Mao's China (unlike the USSR) chose to deny the reality of the Apollo Moon landings. I have never heard when the PRC party line expanded to include the lunar landings, but I suspect it was some time ago. In a little irony, the Chinese are now planning to use the Soviet technology developed in the 1960's (and dropped after Apollo 11) to land there themselves on the Moon in the 2020's.
