Yes the U.S. has a sorta foreign policy but it has no high level policy for developing its economy or industrial base. even the single minded focus on propping up it's gaint commercial banks lacks any sort of long terms goals and seems to only work on short term crisis management. This gives China and other countries than look ahead more than a couple of quarters a huge advantage.
