I think the problem began long before. With the passing of NAFTA and the subsequent loss of the manufacturing industry and jobs that then provided a tax base for local governing, the downstream effect was the change in the State's population/income, leading to the ultimate destruction of the people's right to self rule (creation of emergency manager positions) and thus public oversight.
The poisoning of the people is a reprehensible crime and those responsible should be punished.
People should also be worried that the current round of Free Trade Agreements being "negotiated" will make things worse. Flint and Michigan as a whole, should serve as a warning of what could be ahead.
